About Us

The Nevada-Sierra Regional IHSS Public Authority was established in 2003 to support California’s In-Home Supportive Services program in Nevada, Sierra, and Plumas counties. The Public Authority works closely with seniors and people with disabilities who receive IHSS services (Consumers) and the personal assistants who deliver in-home support (Providers).

Our mission is to enhance the availability and quality of IHSS; to give Consumers a voice in IHSS and Public Authority policy, program development, and operations; to provide Consumers with access to IHSS Providers who meet Consumers’ service needs; and to provide services that support a positive and productive relationship between the Consumer, Provider, and IHSS Social Worker.

The Public Authority plays an essential role in the IHSS program by maintaining a registry of pre-screened personal assistants for referral to IHSS Consumers, by serving as the employer of record for collective bargaining, and by providing ongoing training for IHSS Consumers and Providers.

The Public Authority provides the following services:

  1. Maintains a registry of personal assistants for referral to IHSS Consumers;
  2. Assists Consumers in interviewing potential Providers and maintaining effective working relationships;
  3. Provides training for IHSS Consumers and Providers;
  4. Provides Live Scan fingerprinting services for IHSS providers and conducts criminal background checks;
  5. Assists with Provider enrollment and maintains Provider files (Nevada and Sierra counties only);
  6. Coordinates Provider health benefits
  7. Processes Provider timesheets, maintains a timesheet helpline, and troubleshoots payroll issues (Nevada County only);
  8. Works with community partners to enhance community-based options for seniors and persons with disabilities
